GitHub has released a set of GitHub App updates aimed at reducing the permissions that automation needs to create repositories, manage installations, and handle user tokens. The changes matter because many engineering teams still rely on classic personal access tokens for scripts that touch repository settings. GitHub says the new options are meant to help developers move away from classic PATs while making app management easier for administrators.

What changed for app permissions

The most direct change is a pair of new fine grained repository permissions. The new repository_creation:write permission lets an app or fine grained PAT create a repository without the broader repository_administration:write permission. GitHub says the older permission also covers actions such as deletion and transfer, which can make security teams reject otherwise useful automation.

GitHub also added installation_repositories:write, which allows an authorized caller to add or remove a repository from a GitHub App installation in an organization. That gives platform teams a narrower way to control which apps can reach which repositories, instead of depending on an administrator token with wide repo scope.

Why teams should care

For organizations with many internal tools, these changes make app based automation easier to justify. A repository bootstrap tool can ask only for repository creation. A governance workflow can manage app installation membership without borrowing a broad owner credential. Repository administrators can also add approved apps to their repositories when the app is already installed in the organization, since the organization level access has already been approved.

There is still a boundary to watch. GitHub says organization owner approval is required for organization level permissions, repository administration, and repository creation. That means the update reduces some over permissioning, but it does not remove the need for a clear approval process around apps that can create new repositories.

Token handling gets a migration path

GitHub Apps now support the offline_access scope for gradual migration back to expiring user access tokens. When requested, the app receives a refresh token along with an expiring access token. GitHub says this helps developers test and roll out token expiration without breaking every user at once.

The practical CyberOGZ read is simple: teams with homegrown GitHub automation should review their app permissions before creating more classic PAT exceptions. The new controls do not automatically make existing scripts safer, but they give platform and security teams cleaner replacements for several common high privilege patterns.
